Abstract [eng] Voluntary measures are considered to be a potential useful instrument for environmental policy. Recently voluntary measures are expected to be an instrument that changes, additionally regulates or settles the prices. On the theoretical side, this instrument has powerful supporters and opponents, so it is important to perform an analysis of the voluntary measures that are used and their specific advantages and disadvantages in the social context. By the voluntary measures it is undertaken to prevent pollution caused by companies at the same time improving the performance of environment. Voluntary measures in the sphere of energetic are seen as a new way to encourage energy saving and reducing the CO2 emissions in industry. These voluntary measures used in environmental policy offer industrial commitments to maintain individual companies or collective working. In Lithuanian context the topic about voluntary measures for energy saving issues is absolutely new and not discussed, even though at the moment it is one of the most relevant issues in Lithuanian policy of energetic. The main problem is to evaluate the readiness of Lithuanian companies to come to agreements for energy efficiency, which is why it is important to find out the companies’ opinion about voluntary measures for energy efficiency and at the same time to find out the opinion about the improvement of energy efficiency. Also it is important to evaluate the opinion of Lithuanian people about companies that reach voluntary measures. The object of the analysis: voluntary measures for improvement of energy efficiency in Lithuania. The aim of the analysis: to find out the opinion of Lithuanian companies and people about voluntary measures for improvement of energy efficiency and to evaluate the potential of their spread in Lithuania. The work consists of 80 pages, 7 tables and 22 pictures. A pattern that was used to perform the analytical part and the questionnaire is given. An SWOT analysis, which shows what can be expected in Lithuania after these independent means are realized, has been made. After an interview with experts the interferences for the spread of voluntary measures in Lithuania and the ways of their elimination have been found. The readiness of Lithuanian companies to reach voluntary measures for improvement of energy efficiency has been crystallized after an interview of Lithuanian companies. The interview of Lithuanian people showed their opinion about voluntary measures and the spread of competitive ability of companies that have reached such settlements.
