Abstract [eng] The main aim of the Master‘s thesis “EU Treatement of Waste Politics Implementation Problems in Lithuania: the Case of Dump Foundation” is to estimate the problems which determine the efficiency of the European Union (EU) waste treatment policy implementation in Lithuania. The object of the thesis is the European Union waste treatment policy implementation in Lithuania. In order to reach the aim of the thesis, the main hypothesis is defined as follows: in the case of establishment of landfills, the inefficient implementation of the EU waste treatment policy in Lithuania is determined by the following problems: viability of legal regulation and objectives, functional distribution of management structures, lack of administrative skills, influence of interest groups and fluctuating social and economic conditions. The following central problem has been raised in the thesis: the implementation of the European Union waste treatment policy in Lithuania in the case of establishment of landfills has been inefficient. The following research methods have been used: analytical research method, interview. The policy implementation model “top-down”, has been chosen on the basis of theoretical analysis, applying the conditions of successful policy implementation by Paul A. Sabatier. In order to elaborate the aim of the thesis the following tasks have been set up: to analyse the principles, regulation system and the main requirements in the area of public waste treatment of the EU waste treatment policy; to analyse waste treatment policy regulation and current management of the waste treatment system in Lithuania, to analyse the state of projects for modern regional landfills; to identify and analyse problems, which occur during the implementation process of the establishment of the public waste treatment system; to present relevant conclusions and recommendations. In the thesis it has been estimated that waste treatment policy in Lithuania has been implemented inefficiently. The main conclusions of the thesis are as follows: 1) the Lithuanian Republic legislation which regulates waste treatment does not sufficiently define the responsibility and functional distribution of the institutions participating in the implementation process; 2) in order to implement the assigned duties of waste treatment, institutions participating in the process of waste treatment policy implementation have problems with administrative skills and qualification and lack of professionals; 3) the problem of EU funding use in the area of waste treatment is still relevant, however the risk of unused resources is smaller as the use of funding has increased; 4) In the case of establishment of landfills, there are two main interest groups, which influence the efficiency of waste treatment policy implementation. They are citizens communities and business interest groups. Discontent of citizens, due to the construction of a landfill nearby their residence impacted the establishment process of regional waste treatment systems and implementation of waste projects. The efficiency of waste treatment policy implementation has been impacted by business interest groups in terms of litigation; 5) the efficiency of waste treatment policy implementation is influenced by external economic and social factors, the main ones are: rise of prices, lack of technical professionals and bad work quality. The thesis confirms the hypothesis. Through the main recommendations it is suggested to determine clear functions, responsibilities and interaction principles for the administrations of institutions and subjects participating in the establishment of the regional waste treatment systems. It is recommended to establish stricter sanctions for enterprises and other parties concerned for unrealised waste treatment projects, their delay or low quality, to place more focus on updating the public about the ongoing establishment of regional waste treatment systems.
