Most of the authorities (ministries, municipalities) and NGOs are currently developing initiatives and projects based on active citizen engagement and participation. With the help of these initiatives and projects, which are usually implemented using e-communication tools in the modern public sphere, institutions seek to obtain citizens’ opinions and feedback on relevant issues, as well as to spread information which is relevant to the citizens. The dissertation aims to determine how citizens can participate in such initiatives, projects or in other activities based on active civic engagement, and at the same time to reveal the significance of such initiatives, projects or activities for the implementing institutions. Enhancement of citizens’ participation in such initiatives, as a new form of activity, is also implemented by NGOs. Analysis of e-participation expressions, used for NGOs activities implementation, allows to create detailed conception of e-participation as communicative method, which promotes citizen empowerment and engagement into consideration of certain issues and decision-making processes, emphasized in new public governance. According to developed methodological tool is aimed to analyze implementation of Lithuanian NGOs activities, communicative tools used for this implementation and to determine peculiarities of e-participation tools’ application in the implementation of Lithuanian NGOs activities. |
