In the Master’s Thesis, there is considered the change of social rehabilitation management at Šiauliai Remand Prison. In the first chapter of the Theoretical Part, there is considered the concept of social rehabilitation management at imprisonment establishments, the essence of the process on the basis of the theoretical insights, applicable legislation and statistical sources. It became clear that positivistic penal theories originated from the concept of social rehabilitation at imprisonment establishments and that directional management is necessary for the implementation of the targets thereof. In the second chapter of the Theoretical Part, there is presented the performed analysis of the concepts of public management. Going deeper into the policy of the change of the management of the penal system of Lithuania, it became clear that the reform of the legal system undergoing the process of implementation specified clear directions also to the policy of the change of the management of this system. The striving to minimise the penalties of imprisonment presupposes also the aims and tasks of the change of the management policy in this area. Analysing the principles of new public management in the management of statutory authorities, we came to the conclusion that a statutory organisation was encouraged to become a supplier of services to citizens. Therefore also statutory organisation shall be oriented towards this aspect in order to implement efficiently the objectives of such organisations. Pursuing to identify the social needs of persons detained at Šiauliai Remand Prison as well as to define the possibilities of the improvement of the social rehabilitation management of the organisation, the research of the opinions of detainees (convicts) about rehabilitation services, the change and efficiency thereof was performed. The analysis of the findings demonstrated the obstacles of the slowly renewing infrastructure to the organising of human resources, services and implementation. During the qualitative study performed in the same organisation, the specialists of the social rehabilitation department having long years of experience were interviewed. Having analyse the research results, practical obstacles to the application of legislation, other negative aspects of the specialists of social rehabilitation were identified. Having performed the analysis of the content of the information received from the quantitative and qualitative researches, the conclusions of the Master’s Thesis and recommendations were formulated. The main direction of the improvement of social rehabilitation is: the change of the negative approach of the society and process participants to the social rehabilitation of imprisoned persons, the involving of the detainees into work, the introduction of dynamic supervision, the optimisation of the activities of the specialists of social rehabilitation. |
