Master's thesis analyzed the case of Akmenė kindergarten “Gintarėlis” strategic pre-school institution management. Pre-school education institution’s basic strategic priorities do not always coincide with the national and educational goals, objectives and the needs of users which therefore influence the problems of strategic education management. Considering this problem the thesis analyzes the strategic management situation in Akmenė kindergarten “Gintarėlis” and provides strategic direction for performance improvement. The theoretical part dealt with the theory of public management, change management theoretical aspects, strategic management of organizations and pre-school institutions management. One of the main revealed problems of hindering the pre-school institutions to develop their activities is the lack of funds. After analyzing the documents it was found that this problem is caused by incorrectly predicting the number of children in educational institutions. Pre-school institutions political, economical, social and technological factors affecting preschool institutions strategic management were revealed with the help of the analysis of internal and external factors, as well as EU investment opportunities. The analysis of the EU's investment opportunities provides that Akmenė kindergarten “Gintarėlis” has not granted the requests to receive EU investment, although the conditions are provided for each pre-school institution. After supplementing the theoretical aspects and document analysis with 5 informants interview survey the improvement of strategic areas for Akmenė kindergarten “Gintarėlis” were made: service quality improvement, the educational process improvement, educational institutions financing development, education (learning) process improvement, pre-school teachers' readiness for new challenges. Based on the improvement of strategic directions the strategic plan of Akmenė kindergarten “Gintarėlis” can be supplemented by adjusting it to the needs of society and educational change requirements. |
