The master's thesis analyzes the challenges of governance in managing an educational institution for national minorities. National minorities make up a significant part of the Lithuanian population, therefore Lithuania implements international and national obligations in the field of protection of the rights of national minorities, creating conditions for national minorities to learn their native language, in their native language and learn the state language to the extent that they can successfully participate in the life of the country. National minority groups are increasingly being established throughout Lithuania. our country is open to non-nationals, they are provided with all favorable conditions for living in a foreign country - both in terms of settlement and financial conditions, including health care, education and other aspects. In education, the education of national minorities is still a problem - often the heads of national minority schools face various challenges and language barriers in their efforts to educate representatives of national minorities. The biggest challenge, without a language barrier, is the high-quality and problem-free integration of national minority children into traditional classes of general education institutions, where the majority of students are native speakers. The master's thesis aims to reveal what management challenges are faced when managing an educational institution for national minorities. To achieve the goal, three work tasks are formed. The first task aims to analyze what challenges are faced in educational institutions in our country that apply national minority integration programs. The second task is to clarify the national minority education program implemented by Lithuanian educational institutions, analyze its advantages and disadvantages, and raise the most important problems encountered in this area. The third work task is intended to provide recommendations and proposals for management challenges when managing an educational institution for national minorities. The work consists of three main parts. The first part presents a theoretical conceptualization of the challenges of management in the management of an educational institution for national minorities: the concept of a national minority, the Lithuanian and European national minority policy strategies and the concept of educational management. The challenges of management in the management of an educational institution for national minorities are distinguished. The second part of the work forms the methodology of the empirical research, presents the research design, justification of the selected research methods, research organization and ethics. The third part of the work presents the results of the research on the challenges of management in the management of an educational institution for national minorities. The work used theoretical and empirical methods. Theoretical analysis was applied in the theoretical part, and a partially structured interview was applied in the empirical part, during which eight heads of educational institutions for national minorities were selected. The qualitative content analysis method was chosen to analyze the research data. The results of the semi-structured interview prove that most educational institutions are faced with a shortage of teachers, their qualifications or "aging". Which often manifests itself in the inability to implement learning programs, unwillingness to improve. It has also been noted that communication and cooperation with other institutions, parents and the community have a great influence on educational institutions of national minorities. Through communication and cooperation, it is possible to create and preserve cultural identity, foster and protect the traditions of the native country. |
