The master's thesis „Critical success factors for the optimization of schools‘ network“ comprehensively examines the significance of school network optimization processes, based on Lithuanian and international experience. The relevance of the study stems from the decreasing number of students, urbanization, and limited public resources, which create a need for more efficient management of educational infrastructure. The aim of the study is to identify and categorize critical success factors that determine the effectiveness of school network optimization, using theoretical insights and empirical research results. The theoretical part of the thesis analyzes management theories such as Lewin’s, Kotter’s, and the ADKAR models, emphasizing their applicability in managing school network changes. It also examines the experiences of Finland, Estonia, and Germany, highlighting innovative approaches to modernizing education systems, such as integrating technology, merging schools, and creating regional education centers. The research is based on a literature review, international practice comparisons, and empirical data obtained through qualitative interviews conducted in the context of school network optimization in Siauliai District. The empirical study reveals that strategic planning, strong leadership, community involvement, and efficient resource utilization are essential for successful optimization. The case analysis of Siauliai District highlights that continuous dialogue with the community not only reduces social tensions but also ensures smooth reform implementation, contributing to improved educational quality. Critical success factors were identified and categorized into strategic management, human resources, and community involvement, underlining their distinct but interconnected impact on optimization processes. The findings demonstrate that school network optimization enhances the efficiency of the education system and reduces the waste of public resources. However, community resistance often stems from insufficient transparency and inadequate inclusion. Practical insights from the study are reflected in a recommendation plan, suggesting stronger leadership, improved transparency in community dialogue, and greater technological integration to ensure long-term sustainability. By examining theoretical and practical aspects, the study identifies key success factors that support effective school network optimization. These insights emphasize the need for a holistic approach to educational reforms and provide a foundation for further research and discussions on modernizing regional education systems, with a particular focus on identifying and categorizing success factors as a crucial component of ensuring efficiency. |
