Abstract [eng] The Master's Thesis examines the process of implementing GovTech solutions to achieve smart city coordination, emphasizing the importance of technology in public governance and modernization of city governance. The aim of the Thesis is to investigate how GovTech solutions can contribute to more effective city coordination by improving service provision, communication between city authorities and citizens, and optimizing resource management. The Thesis presents a theoretical analysis of the concept of a smart city, the features and principles of urban coordination to achieve smart governance, and the implementation of GovTech solutions in the public sector context. The theoretical part discusses the main aspects of smart city coordination, analyzes city governance structures and measures that contribute to ensuring a sustainable and effective quality of urban life. The Thesis identifies the main GovTech solutions that can be applied in municipal activities to improve urban coordination, for example, by creating smart infrastructure, digital services, electronic management systems, etc. In addition, the thesis analyzes good practice both in Lithuania and abroad, in order to prepare recommendations on how to effectively implement these solutions in Šiauliai City municipality. The research methodology is based on the qualitative research approach using several different research methods. First, the method of legal acts’ analysis is applied, which allows to determine the legal environment and regulation of the implementation of GovTech solutions. Second, the PESTEL analysis is used to assess the political, economic, social, technological, ecological and legal factors that influence the implementation of GovTech solutions in Šiauliai City municipality. Third, in order to obtain a direct picture of the problems, challenges and opportunities of these solutions, semi-structured interviews with municipal representatives working in the field of city coordination are conducted. The research results are represented taking into account the specifics of Šiauliai City municipality, studying the situation of GovTech solution implementation, legal regulation and the results of the PESTEL analysis. Finally, the Thesis presents conclusions and recommendations, that could accelerate the implementation of GovTech solutions, strengthening the coordination of smart cities and ensuring more sustainable and transparent city governance in the future.
