The master's thesis analyzes the administration of the municipal waste management system in a municipality. The study is structured according to three main parts. The first part of the work, based on scientific publications by both Lithuanian and foreign authors, examines the concept of municipal waste, provides its definition, summarizes the main principles of waste management and participants in the municipal waste management system. The theoretical part of the work reveals the administration of the municipal waste management system as a set of legal, organizational and technical measures that help municipalities implement and ensure one of the independent functions of a municipality. The legal regulation of municipal waste management in Lithuania is discussed. The second part of the thesis presents the organization and methodology of the empirical research. This part of the thesis presents the research strategy, design and research process. The methods used and applicable in the study are introduced: document content analysis and semi-structured interviews with informants. The selected research sample, instruments and the organization of the study are presented. In the third part of the thesis, based on the content analysis of the documents, international, national and Joniškis district municipality level legal acts and other documents defining aspects related to the administration of the municipal waste management system were examined. The results obtained during the interview study revealed the main measures that the municipality and waste management operators follow to ensure the availability and quality of municipal waste management services in the municipality. The analysis of the comments and suggestions expressed by the informants revealed possible directions for improving the administration of the waste management system. The master's thesis is completed with conclusions and recommendations. Recommendations are provided to the system participants related to the administration of the municipal waste management system. The thesis uses 91 sources, 48 of which are in a foreign language, and includes 2 annexes.
