The master's thesis examines the role of the elder in implementing the principles of local self-government. The aim of the master's thesis is to conduct a study, after analyzing the theoretical and legal aspects of local self-government, analyzing the participants of local self-government and the institutional structure of the municipality, to determine the role of the elder in implementing the principles of local self-government. The master's thesis consists of an introduction, four parts of the lecture, conclusions and recommendations, a list of references and appendices. The theoretical part of the master's thesis presents an analysis of scientific literature sources on the principles and participants of the local self-government system: the place of the elder in the institutional structure of the municipality and the functions of the elder and the implementation of the principles of local self-government are analyzed. Also, the relations between the elder and the community of the residential area are defined. The other theoretical part of the master's thesis analyzes the role of the elder in the local self-government system. In this part of the work, the elder is analyzed in the context of laws, an analysis of local self-government in the Baltic States is performed, during which the aim is to clarify and compare the elder institute in other countries. Also, studies already conducted in Lithuania are described, which analyze the elder as an object of research and, based on scientific literature, the possible roles of the elder in implementing the principles of local self-government are defined. The empirical part presents a study of the role of the elders of Kaišiadorys city, Kaišiadorys district municipality and Nemaitonys elders in implementing the principles of local self-government. Summarizing the results of the interview analysis, it can be stated that the elders were mostly encouraged to run for office by other people, but most of them were concerned about the problems of the residents and the improvement of the residential area. The results of the conducted research showed that the elders identify themselves as leaders who combine the roles of organizer, helper and mediator in order to strengthen the community and solve the problems of its members. The elders understand the role of the representative as an assistant to the elder, not as a representative of the community. The implementation of the principles of local self-government is hindered by the elders' own lack of awareness of the institution of the elder. Analyzing the results of the survey, it can be stated that the most active cooperation of the elder takes place with the community and the eldership, and the municipality itself does not involve the elders in its activities, but the elders who turn to the municipality most often remain heard. All informants agree that the elder is necessary for the community, but the activity of the elder depends on several factors. To ensure the activity of elders, greater empowerment, financial incentives, more clearly defined responsibilities, opportunities for professional development, and greater involvement of the eldership and municipality are needed. Also, the elder himself, as a person, must be active and interested in his living environment. |
