Abstract [eng] The master's thesis analyzes the possibilities for improving the management of centralized public procurement processes in municipalities based on the principles of Good Governance. The thesis consists of three parts: theoretical substantiation of the research object, justification of research methodology, and empirical research, which form the basis for defining the directions for improvement, conclusions, and recommendations. The object of this study is the management of centralized public procurement processes in municipalities within the context of Good Governance. The aim of the research is to examine the current state of centralized public procurement management in municipalities and propose directions for its improvement based on Good Governance principles. The case study focuses on Šiauliai City Municipality. The theoretical foundation of the study is presented in the first part, which reviews scientific literature on public procurement as part of the public administration process, introduces the concept of Good Governance, its principles applied in municipalities, and examines the compatibility of Good Governance and ethical integrity theoretical models in the context of centralized public procurement management. This part also identifies issues in managing centralized public procurement processes in municipalities, highlighting the need for improvement aligned with Good Governance principles. The second part of the thesis introduces the selected qualitative research strategy, describes the data collection methods, outlines the organization of the research, presents the logical framework of the study, validates the research instruments, and provides the characteristics of the sample. The third part discusses legal acts regulating public procurement and their requirements related to Good Governance principles. It also presents the informants’ perspectives, identifying significant thematic categories and delivering the results. Additionally, the analysis of the Šiauliai City Municipality case is provided. Based on the research findings, directions for improving the management of centralized public procurement processes in municipalities were developed. These include clear distribution of responsibilities, process standardization, digitalization, competence development, strengthening human resources, and enhancing transparency and accountability. Conclusions and recommendations were presented to the Ministry of the Economy and Innovation of the Republic of Lithuania, the Public Procurement Office, municipalities, and developers of various programs and systems.
