Abstract [eng] The impact of the EU Structural Support on the Science-Industry Interaction: why Cooperation does (not) Happen? In recent decades, the development of knowledge economy is being called the main form of economic performance. For this reason, most governments pay more and more attention to science and business interaction. Their cooperation is understood as a critical factor in determining the rapid uptake of scientific knowledge, technology transfer and adaptation of the private sector, business investment in research and development (R & D) and development of innovations. The main problem analyzed in this paper is linked to the science and business partnership. This interaction is one of the most important question of the agenda of public policy in Lithuania. Wide range of public policy interventions are directed to promote partnership between science and business. Despite that overall results and indicators remain low and the cooperation between science and business is observed only in specific high-tech sectors. Does this mean that interventions do not have a desired impact? And if so, why? The objective of this paper is to evaluate what impact policy mix directed to increase cooperation between science and business has to a real interaction between science and business in Lithuania. The object of this paper is development of business and science interaction. The main question analyzed in this paper is how to explain formation of interaction communication and development of science and business. This paper analyzes the EU Structural Funds support measures implemented in the period 2007-2013 period and their impact on science and business cooperation. There goals of this paper is: - To adapt models of interorganizational interaction and to stress the main factors affecting the dynamics of the interaction; - To build analysis basis on the scientific and business cooperation; - Develop the change theory of science and business cooperation in the promotion of targeted EU support measures; - To investigate targeted intervention groups – interaction between science and business according to the analyzes basis. - To compare the planned intervention influence and the real impact of interventions; - Make conclusions, revealing significant interaction communication formation causes and patterns. This analysis shows that although cooperation between science and business is said to have strategic importance and public spending are invested, efficiency and productivity of this interaction are still not high enough. According to the development on the economy and the patented inventions, innovative solutions and other indicators Lithuania is outsider in the EU.
