Abstract [eng] Regulation of citizenship in Lithuania The Master's thesis examines the concept of citizenship in the Republic of Lithuania, its legal framework, and its practical implementation. The study addresses key elements of the citizenship institution, including acquisition, restoration, and loss of citizenship, as well as the regulation of dual/multiple citizenship. Emphasis is placed on the strict regulation of citizenship in Lithuania, which is grounded in the Constitution and related legislation that clearly define the legal grounds and procedures. Multiple citizenship is allowed only in exceptional cases and attempts to expand its scope – such as the 2024 referendum – have failed due to insufficient voter participation. Special attention is given to the mechanism of granting citizenship by way of exception. The thesis explores how this provision is applied in practice and how it has changed following significant events. One major case is the impeachment of former President Rolandas Paksas, related to his decision to grant citizenship to Yuri Borisov. This case significantly reduced the use of the exception mechanism – from hundreds of instances to just seven after the impeachment – demonstrating a shift toward more cautious and constitutionally grounded decisions. Another case analyzed is the unprecedented revocation of citizenship granted by exception – namely, that of Margarita Drobiazko. This raises questions about legal clarity, equal treatment, and the constitutional limits of presidential authority. While the citizenship framework continues to evolve to balance national interests and human rights, it remains a politically and legally sensitive issue.
