The master's thesis first examines the concept of unemployment as a social risk. To comprehensively reveal the nature of this phenomenon, the thesis explores the types and consequences of unemployment. It also analyzes European Union standards, with particular attention to the recommendations of the European Council related to self-employed individuals, long-term unemployed persons, and young people. The study discusses the measures proposed by the European Council to integrate these groups into the labor market.The thesis examines passive labor market policy measures, which are associated with unemployment benefits. Therefore, it discusses individuals covered by unemployment social insurance, the conditions and amounts of benefits, partial unemployment, and liability. The concept of active labor market policy measures is also analyzed, along with their benefits, their relationship with passive measures, and specific active labor market policy instruments. The study explores their regulation and evaluates how they contribute to increasing employment and facilitating individuals’ integration into the labor market. To provide a thorough analysis of the topic, the thesis examines national legal acts, rulings of the Constitutional Court of the Republic of Lithuania, judicial practice, as well as academic research and expert insights. |
