Abstract [eng] The Master's thesis analyses the constitutional status of the Government of Lithuania and its development during the period from 1918 to 1940. The object of the research is the position and functions of the Government within the constitutional system of interwar Lithuania, taking into account the different stages of state governance. The thesis examines the concept of the Government, its formation procedure, functions, and powers, as well as its relations with other branches of government – the Council of State, the Seimas (Parliament), and the President. The research distinguishes two main periods – the years of democratic governance (1918–1926) and the period of authoritarian rule (1926–1940). The first part of the thesis discusses the activities of the Provisional Government from 1918 to 1920, its relations with the Council of State of Lithuania, the activities of the Constituent Assembly, and the functions of the Government under the Constitutions of 1920 and 1922. It was established that during this period the Government operated under parliamentary control and was accountable to the Seimas The second part of the thesis analyses the period of authoritarian rule after the 1926 coup. It examines how the constitutional status of the Government was changed in the Constitutions of 1928 and 1938, granting exclusive powers to President Antanas Smetona. During this period, the Government lost its political autonomy and became a subordinate administrative body of the President. The results of the research allow to conclude that the constitutional status of the Government of Lithuania between 1918 and 1940 was dynamic and changed depending on constitutional reforms and the political situation in the country. During the period of democratic governance, the principle of separation of powers and the Government's accountability to the Parliament prevailed. In the period of authoritarianism, the activities of the Government became subordinated to the President, and the principle of separation of powers was significantly restricted.
