For this work, theoretical analysis of the social work with children who are deprived of the parental care was performedin the context of deinstitutionalisation. Using the method of semi-structured interview, research work was carried out with the purpose to provide guidelines regarding social work with children having behavioural and emotional difficulties who had lost their parental care – in the context of deinstitutionalisation, includingthe content analysis and comparative analysis In this research, participated the experts of social work from Ukraine and Lithuania working with children having behavioural and emotional difficulties who had lost their parental care. The empirical part examines the experience gained in the activities of Lithuanian and Ukrainian social workers-experts who have been preparing for deinstitutionalisation, and further guidelines for the social work activities. The most important conclusions of the empirical research: 1. In order to successfully implement deinstitutionalisation, it is not necessary to close institutions of care, however, it is necessary to improve its conditions and quality, encourage institutional innovations, and the childclientself-reliance, reduce the number of children receiving care in groups, develop community care, to usepossibilities of funding of structural funds, give preparation to custodians, adoptive parents, and caring staff. 2. During preparation for deinstitutionalisation, experience of experts shows that custodians who meet the determined requirements and have motivation are attracted. The material remuneration is given to the custodians, and they acquire moral support of the society. Experts improve attitude of the community through preventive, educational activities, dissemination of information, and involvement of children in the community. 3. In order to successfully implement the deinstitutionalisation of children's care homes, it is necessary to raise qualification of social workers, improve the caregiver's support system, reorganize the care of children, improve preparation of children for it and give information to the children in care. 4. Guidelines for the social work activities during preparation for deinstitutionalisation include the child client support, custodial support, work with the community and development of the competencies of social workers. |
