Abstract [eng] The aim of the master’s thesis is to investigate e-participation of non-governmental youth organizations in Šiauliai city’s municipality and to foresee possible perspectives of development. In the theoretical part of the master’s thesis, e-democracy theories have been investigated in the view of e-participation. Theoretical assumptions of e-participation of non-governmental youth organizations, the system, expression and projects of e-participation in decision making and the good practice of foreign countries have been analyzed, e-participation index has been presented. Also, in the theoretical part, the usage of e-participation tools by non-governmental youth organizations and involvement in e-democracy mechanisms at the local level have been studied. With reference to the e-participation aspects of non-governmental youth organizations outlined in the theoretical part, guidelines of partially structural interview questionnaire have been created and depending on it, interviews with non-governmental youth organizations of Šiauliai city and municipality’s representatives have been conducted. The aim was to identify what assumptions are created to non-governmental youth organizations of Šiauliai city to take part in decision making, discussions, forums and petitions using means of information and communication. The analysis of the interview results of non-governmental youth organizations of Šiauliai city has revealed that the factors which bring success are the following: application of the newest information technologies, communication in social media, employment of the good practice of non-governmental youth organizations in foreign countries and short informative videos about involvement in e-participation. E-participation of non-governmental youth organizations is not being actively encouraged; yet, all the possibilities to get involved in e-participation mechanisms are existent. Considering the results of the theoretical analysis and empirical research, conclusions are drawn and recommendations provided.
