Abstract [eng] Master's thesis analyzes the development of children's and youth physical culture and sports in Siauliai city in order to formulate and justify strategic directions for improvement in this area: In the first part of the study, the theoretical sources about concepts of public administration, strategic management and collaboration are explored first of all in order to reveal the concepts, principles, models, the causality of concepts change and the orientation of concepts in the concepts under discussion. The main strategic documents of Lithuania are also analyzed in order to determine the ways in which they reflect the areas of physical culture and sports of children and youth. In the second part of the research, research methodology and organization are formed, research methods are selected, methodological concepts suitable for the research are described, guidelines for semi-structured interview are formed. Also, an empirical part of the research is performed, an analysis of the content of publicly available documents is made, the opinion of the experts and informers on the development of children's and youth physical culture and sports in Siauliai city is revealed, conversations are transcribed into interview protocols and analyzed using a qualitative content analysis method. After conducting a semi-structured interview study and revealing the results of the research, two hypothetical directions of improvement are formed which may be aimed at effective development of the physical culture and sports policy of children and young people.
