The master's thesis analyzes Cooperation in Solving Centralized Public Procurement Problems. Interinstitutional collaboration and public procurement are very important areas, and their synthesis is crucial in solving Centralized Public Procurement Problems. The aim of the master's thesis is to reveal the obstacles that arise in interinstitutional collaboration when addressing issues of centralized public procurement. The thesis consists of three parts: theoretical, methodological, and empirical. The theoretical part analyzes the concept and features of cooperation, cooperation as a process, relationships, joint work, a common goal, and shared outcomes, as well as presenting negative aspects of cooperation. It further examines the definitions and characteristics of interinstitutional cooperation, highlighting what constitutes interinstitutional cooperation and the principles that guide the process of interinstitutional cooperation. The theoretical definition of public procurement is also examined, alongside the legal regulation of centralized public procurement, institutions involved in public procurement, the principles of public procurement, and the step-by-step process. The model of centralized public procurement is analyzed in more detail, including its advantages and disadvantages, and the challenges of the centralization process. The final subsection of the first part provides summaries and characteristics of the theoretical concepts of interinstitutional cooperation and public procurement. The methodological part of the work presents the chosen research methodology, research methods and instruments, research organization and procedure, sample characteristics, data analysis methods, research ethics, and the logical framework of the study. For the empirical research, a qualitative approach was chosen along with the following social research methods: document content analysis and semi-structured interviews with informants. The method of document content analysis revealed how interinstitutional cooperation in the field of centralized public procurement is regulated at the national level in institutions and agencies related to centralized public procurement. The results of the empirical research analysis made it possible to identify the obstacles arising in interinstitutional cooperation when addressing the problems of centralized public procurements. Informants highlighted lack of communication, rushing, excessive demands, bureaucracy, ambiguities related to the process, lack of information, failure to meet deadlines, and turnover of specialists. To address the identified obstacles, it is suggested to increase responsibility, harmonize the opinions of institutions, establish a clear procedure for interinstitutional cooperation in solving centralized public procurement problems, ensure accountability to the public, create an online platform, provide frequent information updates, and implement a communication plan. In summary, it can be stated that the goal of the thesis was achieved – the obstacles arising in interinstitutional cooperation in solving centralized public procurement problems and possible ways to overcome these obstacles were revealed. At the end of the final paper, conclusions and recommendations are presented, which are intended for institutions related to public procurement. |
