Abstract [eng] This master’s thesis analyses corruption risk management measures in the field of public procurement, aiming to assess their practical application and applicability across different stages of the procurement process. The relevance of the study is determined by the need to enhance transparency and accountability in public procurement through the identification and systematic implementation of measures intended to reduce the occurrence of corruption risks. The research is based on a qualitative methodological approach. The first stage involved the analysis of legal acts and related documents regulating public procurement, including legislation, methodological guidelines, and conclusions of supervisory institutions. The document analysis was conducted using a systematic approach, identifying and classifying corruption risk management measures according to their nature and scope of application. The measures were grouped into legal and procedural, organisational, technological, transparency and publicity, anti-corruption, as well as control and supervision categories, forming the theoretical and normative basis for the empirical research. The second stage comprised semi-structured interviews with employees of the municipality and municipality-controlled institutions directly involved in public procurement planning, organisation, and supervision. Respondents were selected through purposive sampling based on their professional experience and competence in public procurement. The interviews focused on exploring how the identified measures are applied in practice, the challenges encountered in their implementation, and their perceived role in managing corruption risks. The findings indicate that corruption risk management in public procurement within municipalities and their controlled institutions requires a comprehensive approach encompassing not only legal and procedural measures but also technological solutions, the strengthening of staff competencies, and the institutionalisation of a transparency-oriented culture. Particular emphasis should be placed on the consistent application of these measures throughout the procurement process, from needs planning to contract execution and supervision. The results provide a basis for practically oriented recommendations aimed at strengthening institutional capacity to manage corruption risks and ensuring a higher level of transparency in public procurement.
