This master’s thesis analyses the interrelations between politicians’ ethics and accountability with the aim of identifying problematic aspects and proposing recommendations for improving the infrastructure of politicians’ ethics and accountability. The analysis of academic sources made it possible to reveal the specific features of the relationship between politicians’ ethics and accountability, while the developed theoretical model of the ethics and accountability infrastructure systematised its main components—from the establishment of the legal and institutional framework to the functioning of oversight mechanisms and the application of accountability. The empirical study enabled the identification of the main problems within the infrastructure of politicians’ ethics and accountability and the formulation of concrete improvement proposals, ranging from the creation of a national politicians’ ethics information platform to the strengthening of democratic voter oversight instruments and significant amendments to the code of conduct for public officials. Based on these proposals, a model for improving the infrastructure of politicians’ ethics and accountability was developed, which can be readily implemented in Lithuania in order to strengthen the culture of political ethics and ensure more effective implementation of accountability mechanisms. |
