Abstract [eng] This master's thesis analyzes the implementation of strategic decisions to strengthen youth citizenship and patriotism in Lithuania, emphasizing managerial processes, institutional coordination mechanisms, and results evaluation practices. Although the strengthening of citizenship and patriotism is formally established in the strategic documents of the state education and youth policy, in practice the implementation of strategic decisions often encounters fragmentation, limited human and time resources, insufficient institutional coherence, and an unclear impact assessment system. The aim of the work is to analyze the practice of implementing strategic decisions to strengthen youth citizenship and patriotism and to identify factors that determine the effectiveness of these decisions. The study applied a qualitative research strategy. Document analysis and semi-structured interviews were used to collect data. National-level strategic documents related to youth policy, education, and strengthening of citizenship and patriotism were analyzed, as well as interviews were conducted with school leaders and representatives of the Lithuanian Riflemen's Union, who are directly involved in youth education and civic engagement activities. The empirical data analysis is based on the CIPP (context, resources, process and outcome) assessment model, which allowed for a systematic assessment of the relevance of strategic decisions, the conditions for their implementation, management processes and achievable results. The results of the study showed that the success of the implementation of strategic decisions depends most on clear coordination between institutions, sufficient human and time resources, an appropriate methodological base, youth inclusion mechanisms and a meaningful feedback and evaluation system. It was found that positive results are most often achieved where activities to strengthen citizenship and patriotism are experiential, consistently integrated into institutional planning and based on a long-term partnership between schools and the Lithuanian Riflemen's Union. The results of the work have practical significance, as they form the basis for management recommendations designed to strengthen the consistency, sustainability and impact of the implementation of strategic decisions on youth civic activism and involvement in the life of society and the state.
