Abstract [eng] The final thesis analyzes violence against women with disabilities and the role of social policy in ensuring assistance in the context of reforms. The aim of the study is to assess whether, following the implementation of the tightened accreditation requirements for Specialized Integrated Assistance Centers (SIAC) as of July 1, 2023, the accessibility and quality of assistance for women with disabilities have improved. The study is based on the theory of intersectionality and the social model of disability, which allowed for a comprehensive analysis of the intersections between violence and disability, power relations and multiple discrimination. In order to answer the problematic question, the study examines national and international legal acts and strategic documents, analyzes how dependence on the perpetrator manifests in the context of disability, discusses institutional violence and the assistance system for women with disabilities. The empirical part presents a quantitative study, which is based on the quantitative and qualitative analysis of primary and secondary data, as well as their comparative analysis. Primary data were collected by the researcher in October-November 2025, using a questionnaire survey method that includes closed and open questions, which was distributed to SIAC and service institutions. Secondary data from 2022-2023 were obtained through to a separate request from a study conducted by the Lygių galimybių kontrolieriaus tarnyba (2023) on the accessibility of services for women with disabilities. When conducting a comparative analysis of the data for 2022-2023 and 2025 the study examines the temporary accommodation opportunities of SIAC and service institutions, the accessibility of premises, the services provided, the competencies of employees in helping women with disabilities, and inter-institutional cooperation was reviewed. Finally, the final thesis identifies the challenges faced by institutions, analyzes the changes after the application of the amendments to the SIAC accreditation requirements in 2023, and provides recommendations for strengthening the assistance system for women with disabilities. The study showed that the SIAC accreditation requirements have strengthened the accessibility of services for women with disabilities, but significant gaps remain in the assistance system: adaptation of infrastructure to all disability groups, lack of motivation of women to engage in the assistance process, lack of training for employees related to providing assistance to women with disabilities. Stronger inter-institutional cooperation is necessary to ensure all necessary services for women with disabilities.
