The Master’s Degree work analyses implementation of the policy of informal education for children covering sports’ organisations in the city of Siauliai. The work is composed from three parts: Theoretical analysis in the first part enabled identifying the concept of the implementation of the policy of informal education for children within the context of the welfare country. Definition of educational policy as the sphere of the public policy is revealed, conception of implementation of the educational policy together with its features are presented. The concept of the policy of informal education for children and its features are highlighted, role of sports’ organisations within the system of informal education for children is defined. The second part presents the survey methodology and substantiates the selection. The applied survey strategy is highlighted and it clearly indicates the consistency of the survey with stages identified. The selected qualitative and quantitative methods of the survey enabled analysis of implementation of the policy of informal education for children in sports’ organisations in the city of Siauliai. The third part presents results of the survey. Analysis of statistical sports’ data from organising the informal education for children in the city of Siauliai is presented. It revealed that since 2015 the increasing number of children in sports’ organisations has been observed together with the growing number of providers of informal education programmes and services for children. Nevertheless, the problem was identified – the decreasing number of sport trainers. Survey with representatives from sports’ organisations in the city of Siauliai enabled identification of the main aspects. It was defined that there is insufficient financing for organisations of informal education for children, uniformity of status of budgetary institutions is needed; the problem of excessive documentation was revealed, the lack of initiative to include providers of informal education services for children into the decision making processes (directly linked with sports) was identified. Survey with representatives from Siauliai city municipality allowed identification of the current situation, development perspectives and existing problems. It was revealed that implementation of services depends on stages of planning; priorities were separated that affect the planning of services. Priorities: increased number of children in different programmes of the informal education for children, the issue of increasing the busyness of children, lack of unconventional sports. The survey revealed that the issue of infrastructure development remains relevant. The end of the work presents possibilities for the development of the implementation of the policy of informal education for children within the sphere of sports. |
