Abstract [eng] The Master's thesis deals with anthropological approach in strategic planning, emphasizing the context of public administration (activities of Siauliai city municipality). The study consists of three parts. In the first part, the theoretical analysis of the theory of management, public administration sciences, integration of interdisciplinary discourse of sociology and applied anthropology has allowed to conceptualize the concept of anthropological approach, to present its characteristic features and to identify the significance in the strategic planning process. Introduces the definition of strategic planning, the concept of anthropological approach and justifies their interface. The selection of the field of study by the municipality also introduces the specifics of the activities of the municipality, distinguishes anthropological access criteria and indicators, identifying its methods of expression, in order to determine the possibilities for wider application in the strategic planning of the municipality. The second part justifies the methodology of qualitative research, discusses selected research methods, which have actualized a little investigated and analyzed the anthropological approach resolution in strategic management, aimed at revealing the wider possibilities of application of this access in the strategic planning of municipal activity. The third part analyzes Siauliai City Strategic Documents (Strategic Action Plans of 2017, Local Development Strategy, Siauliai City Strategic Development Plan 2015-2024) in order to determine the situation of strategic planning of anthropological approach in Siauliai city. The research carried out on the basis of qualitative research tools (expert interviews and semi-structured interviews) based on the results of scientific literature and document analysis, the results of which show an evaluation of the application of broader anthropological approach to the municipality's strategic planning, reveals the opinion of the people involved in strategic planning on the issue being analyzed. It also presents the methods of applying anthropological approach to the strategic planning of the city of Siauliai. The analysis of scientific literature and other sources, statements of anthropology experts, informants' observations and insights confirmed that anthropological approach in the strategic planning of municipal activities could more effectively contribute to the consideration of the problems and solutions to the local community by strengthening the competencies of the municipal council and municipal employees in the knowledge of the application of this approach, even more active in using applied anthropological research or anthropological knowledge workers. Strategic planning based on anthropological approach is an essential basis for more effective strategic management by focusing on the expectations of all social groups, increasing the quality of life for every inhabitant of the city, building confidence in local authorities, seeking compromises, and achieving effective results. The study found that anthropological approach is partially visible in the strategic plans of the activities of Siauliai City Municipality, in particular, in the vision, in separate tasks. Significant categories identified in the qualitative study, broaden the topic of anthropological approach in strategic management and create preconditions for further and deeper development of this topic in science, and practical results analyzing the case of Siauliai city municipality – studies of strategic management of other municipalities.
