Abstract [eng] Mutual Impact of Legislative and Public Expectations In this study there was done theoretical analysis of such main notions as legislative procedure, public expectations. The broad and narrow meanings of the law was excluded. In the course of the work, it has been established that in the broad meaning of the ligislative procedure there can be also included well-formed and expressed public relations. This can be found in the legal acts of the Republic of Lithuania. While analyzing society it was found that it consists of different layers. Such phenomenon is called stratification. The phenomenon of stratification is also reflected in the legislation. Public expectations in the field of work are understood as a social interest. It was also important to look at the activities of law-makers and how this activity can be affected by society. Society can express their needs in the activities of the Parlament by submitting draft laws, expressing comments and making suggestions about legal acts. However, a very small part of the legal acts are being provided to the public for coordination, and the society itself is not well acquainted with the information system and does not know where to turn. In the activities of the President of the Republic of Lithuania, one can also see the implementation of public expectations. Even the veto right given to the President reflects the expectations of a society. Generally speaking, the President of the Republic of Lithuania Dalia Grybauskaitė quite often takes into account public expectations, organizes meetings with members of society groups and encourages public authorities to take into account the expectations of society both formally (by submitting proposals for draft laws) and informally (by participating in public initiatives). The government takes public expectations into account with the assistance of the Public Consultation Institute. In the paper there was also analyzed the reflection of public expectations in the Government‘s progress strategy of the country. The study showed that in each of the main formal forms of the implementation of the public's expectations in law (referendum, petition, citizen's legislative initiative), there can be seen difficulties with which society has to deal with while implementing their rights. Thus the hypothesis that even though there is a system for implementing public expectations, it is not fully effective, which was raised by the author was confirmed in this paper.
