The master's thesis analyses the management of a specific municipality's strategic development. The theoretical part of the study reveals the peculiarity of strategic management and analyses of the strategic management process in municipalities. An expert interview was performed with the main purpose – to carry out the strategic development analyses of Kelmė district municipality. The method of document analysis was used to analyze 2013–2020 Kelmė region long-term strategic development plan and other documents that regulate strategic planning. The Municipality's 2013–2020 long-term strategic development plan is the main strategic planning document of the municipality, presenting an overview of the development trends of the municipality and strategic insights, defining the vision of the municipality and priorities and objectives for the development of the activities of the municipality, as well as providing the main ways of their implementation. Empirical study revealed that the majority of Kelmė district municipality administration specialists are involved in the strategic planning process. Heavily intrested with this process and involving in it the main important municipality politicians – members of the municipal council. While analyzing the current situation in Kelmė district municipality, administration often encounters difficulties in analyzing large amounts of data and documents, it is difficult to include district residents in the process of planning the strategy, and there is a lack of concentration of administrative staff. The implementation of the strategy constantly lacks sources of funding, human resources, a unified system that combines strategic planning documents and municipal budgets. At the process of strategic assessment stumbling with identifying measurable objectives of the measures, facing with a lack of human resource competence. The process of strategic development planning in Kelmė district municipality is carring out in order that while implementing planned measures would be achieving the goals were setted. The experts that were interviewed in unison are stating that the strategic development model of Kelmė district municipality is wright, but it can be improved for efficiency, eliminating lacks of concentration of measures, ensuring compatibility with the main strategic documents of the country, the integration of planning processes in the electronic space. |
