Abstract [eng] In this paper we introduce new way of modeling quality of education by estimating university similarity to the top universities. Such quality estimation is based on idea that university study program has tendency to become similar to the top universities study programs. To conduct empirical analysis for tendency testing, economic model is developed. Theoretical model shows that differences in universities' similarities can be explained by differences in professors' salaries. This theoretical insight simplifies empirical work. One only needs cross-sectional data to test the tendency. Empirical analysis showed that tendency is likely to exist. While main idea of theoretical model is that university can achieve approximately same quality of education as top universities by only increasing professors' salaries.
