Abstract [eng] The aim of the Master's final work is to prepare and justify a hypothetical strategy for improving the financial management of pre-school education institutions. In recent years, public management focuses on effective resource management and function optimization, and “Lietuva 2030” strategy is no exception. As SWOT and PEST analyses show, there is a need to change management model of financing relating pre-school institutions. As an option, finance management of pre-school educational institutions can be centralized in municipalities. After analyses of sources, it is clear, that finance management is integrated, when it implements main functions: planning, organizing and control, but main role dedicated to budget constitution and control enforcement. To ensure control, finance reports are made, which are evaluated periodically, and this allows to improve the management of finances. Results received after research made in this work states: 1. Although, Lithuania spends more percentage of GDP than EU average for education, it still faces issues and problems, that are caused by ineffective finance management. 2. Due to the methodology of calculating educational funds, the gradual implementation of the law on remuneration of workers of state and municipal institutions, the expenditure on education is constantly increasing. In pre-school institutions, salaries are increasing not only for teachers, but also for other employees, as well as accountants; in this case the rational use of limited public funds is one more important aspect. 3. Changing the management of finances in pre-school educational institutions from decentralized to centralized model, might lead to wave of resistance, so these steps need to be implemented accordingly to avoid risks, a lot of data need to be evaluated and taken in consideration. Risk management is extremely relevant at this point. Centralization of finances of pre-school management institutions is one of the options in order to optimize finance management, but at the moment, legal documentation of Šiauliai municipality is not prepared for implementation of centralized financial management. Since the finance management centers are distanced, there is no communication and document management system created. The following possible trends of financial management improvement of Šiauliai pre-school education institutions are based on the results of the research: 1. Optimized financial management process; 2. Formed competent financial management specialists team; 3. Developed interinstitutional communication and document management system.
