The master's thesis deals with the formation of a political agenda in the municipal council with theoretical and practical access. The sources of legal acts, scientific literature and real agendas of Šiauliai City Municipality Council and their issues were analyzed while writing the master's thesis. The analysis of scientific literature has shown that the preparation of municipal councils' political agendas is poorly addressed. The master's thesis reveals the concept of political agenda as an instrument of public policy, the concept, features and models of political agenda formation, the process of political agenda formation. The components of the political agenda formation process, the peculiarities of agenda formation, as well as the roles of the municipal council and the municipal council member as separate institutes in the formation and implementation of the policy in the local government were determined. The study found that in the face of high political competition, the formation of the municipal council's political agenda can be influenced by various interest groups. In order to investigate the process of policy agenda formation in the municipal council, a qualitative research methodology and a case study strategy were used. A multi-case analysis approach was chosen for the study. Master's thesis consists of three main parts – chapters and subdivisions. The work consists of introduction, three parts (results of theoretical, methodological and practical research), conclusions, recommendations, references and appendixes. |
