This work endeavors to reach the goal to study the implementation process of ongoing pension reform, to evaluate the developmental efficiency of applied measures and bring forth the musts for the implementation of the reform itself. In order to render the background of the pension reform implementation, closing chapters of theoretical part of this thesis cover realization of social policy, the concept and importance of pension reform, and parallels management of reforms and modifications. Pension reforms implemented in other countries overviewed, architecture of development, delivered guarantees and premises for the necessity of these reforms outlined. Consequently, the analysis of the pension system background reveals unbiased view of the situation of pension system of Lithuania and enables the evaluation of its development in the past. Investigating pension systems both in Lithuania and in other countries, statistical information, historical data of state institutions, wide variety of sources, analytical insights and scientific researches of different authors were inquired. Recent reform of pension system took place from 2018 to 2019 and is relatively new. Certain characteristics, such as returning enrolment in pension system – require continuation therefore will be carried out within next year or later in the upcoming years. Studies and synopses regarding the recent reform are scarce, except for certain statistical data, insights and forecasts of economy analytics. Subsequently, quantitative and qualitative surveys were executed in this work in order to determine how society understood the core essence of performed reform, how it comprehended the usefulness and necessity of the latter; what is to be expected in the upshot; what could have aided to develop more effective pension reform in regards to existing tendencies; did the respondents of the survey benefited out of availability of additional savings. The cumulative results of performed quantitative and qualitative research by mixed methods strategy are presented in this work, assessment of the results of the research provided. In general, the results of the research identify that the reform was prepared and implemented very hurriedly, citizens notably lacked information regarding administered changes, whereas most respondents along with economic experts rated it adversely. More so the research discloses, that people are not prone to act proactively to take care about their future pension. Less than half of respondents, i.e. 44.9 %, invest their pension savings into the 2nd pillar pension funds, and only 22.1 % place their investments into the 3rd pillar funds. Conclusions and suggestions what is to be taken into account and what might help in accomplishing the developmental improvements of pension reform formulated. |
