On September 28, 2017 the Parliament of the Republic of Lithuania adopted a decision regarding the editing of the Basis of the Law on the Child Rights Protection, which would help to reorganize the previous system of child rights protection. In 2018 there were made the amendments of this law, which finally came into effect on January 1, 2020. The main point of the reorganization is to act urgently and professionally in case of the reports regarding the violations of the child rights which occur at any time of the day, in this way seeking to protect a child from the probable threat. One of the most significant changes which were implemented was the existence of the specialists – watchers who work at night. It is believed, that the position of the watcher is essential in a rapid reaction to the cases of children who are under threat. In addition to this, the reform means the higher attention to the child rights protection specialists’ professional qualification and the quality of their activity. This thesis covers the conception of the activity in the field of child rights protection which is a new approach. With the implementation of the reforms it was attempted to gain not only the effectiveness of the problem solving of the violation of the child rights, but to gain the greater satisfaction of the society, transparency accountability. The modern conception of the quality, opposed to the effectiveness, is based on the subjective perception, therefore, the research reveals the informants’ subjective professional experiences and their evaluation. Research object: quality aspects of child rights protection specialists in Šiauliai County. Research purpose: to analize the activity quality of the child rights protection specialists – watchers. Research tasks: 1. To reveal the peculiarities of the organization system of the child rights protection office in Lithuania. 2. Analyze the activity quality aspects of the child rights protection specialist – watcher. 3. Analyze the experience of the child rights protection senior specialists – watchers in Šiauliai County by identifying the factors which determine the activity quality. The research revealed that the quality of activities is determined by the professional decision making of specialists - watchers is related to ensure the interests of the child. Specialists organize activities quickly, resolve situations impartially, based on the envisaged legal acts. Professional competencies, prompt identification and resolution of violations of children's rights ensure the quality of activities. |
