It is relevant to perceive that the concept of non-governmental organisations has been developed within the state context, where public spirit is understood as loyalty to a certain sovereign state. On 25 October 1992, having passed the Constitution of the Republic of Lithuania, the principles of the establishment of non-governmental organisations in terms of the rule of law were laid. However, the practice that great attention is paid to the ethnic culture (folklore, folk art, crafts) and budget cultural institutions (archives, museums, libraries , etc.) has been formed in Lithuania. Civic involvement in non-governmental organisations has not been encouraged. The regional cultural policy, private initiatives have been little discussed (the passing of the Law on Cultural Sponsorship has been delayed). |
