Abstract [eng] |
Implementation of the reform of social support system commenced in 2012 in order to introduce a socially fair model for provision of financial social support. Financial social support for the people in need in Lithuania is provided under two models: as state and as independent municipal function in Akmenė, Radviliškis, Raseiniai, Panevėžys, and Šilalė district municipalities. In this way it is sought to reduce the expenses incurred in relation to social support by leaving administration of social support at the level of local government. Municipalities carrying out independent functions must determine which people truly need social support through cooperation with elderships, communities, and non-governmental organizations. Research aim is to analyse administration of financial social support in Akmenė District (taking Kruopiai Eldership as an example). The present research seeks to analyse the peculiarities of application of Law on Financial Social Support for People in Need in Kruopiai Eldership in Akmenė District and to define possible opportunities for improvement of administration of social support. Research method is semi-structured interview. Two survey groups have been selected by principle of criteria-based selection: providers of social support (i.e. 4 experts) and 5 recipients of social support. The obtained information was analysed by using qualitative content analysis method. Akmenė District Municipality gains exceptional competences by implementing an independent municipal function: approving methods for determination of need for financial social support, making decisions regarding allocation of funds for financial social support.
