Abstract [eng] |
The idea of rural area development policy is that a traditional farm can be transformed by diversifying economic activity that is not related to manufacturing of marketable items. The essence of this policy consists of development of 4 dimensions – economic, social, environment protection and ethno cultural. In Lithuania, when the EU assistance through LEADER+ type measure programme was started to be implemented, 33 local activity groups (hereinafter: LAG) were set up in 2004‑2005, 27 of which prepared local development strategies. In scientific literature insufficient attention is paid to ground importance of LAG activity in rural development processes in self-government, to express the expedience of existence of LAG and its activity, to highlight its status in the general context of regional development. Scientists have not yet assessed the importance of potential, work experience, and participation of human resources of LAG in rural development processes of the area, also activity development of LAGs. The future perspectives of LAG have not been scientifically substantiated and forecasted in the context of strategic management of rural development processes, furthermore, no analysis of LAG prepared and implemented rural development strategies has been carried out in greater detail, the methods, regularities of preparation of such strategines have not been identified. The aim of the research is to analyse the processes of preparation of 3 rural development strategies prepared by Ukmergė district local activity group, to identify the main aspects of drawing up of strategies for area development, features of strategies, priority directions of activity of LAG.
