Abstract [eng] |
The paper deals with the analysis of dynamics of long-term unemployment in EU labour markets. The problems of unemployment have been analysed widely at the theoretical as well as at the practical level, but the changes in long-term unemployment in the country have been analysed only fragmentarily, especially during the different economic cycles. Therefore the scientific problem could be formulated by the question: what intensity level is typical for the dynamics of long-term unemployment during the economic recession? The subject of the research: long-term unemployment. The aim of the research: to analyse the dynamics of long-term unemployment during the economic recession. The methods of the research: the analysis of the scientific literature, the systemic analysis, the methods of the mathematical statistics. There are a few different theories describing and analyzing the processes in the labour market, however they do not define the essential reasons that determine the formation of long-term unemployment. The theory of human capital explains the long-term unemployment through the mismatch of human qualification for the labour market demand. Rejecting the presumption of the neoclassical theory 24 about the homogeneity, it defines the devaluation of human capital as one of the reasons determining the long process of job search. Therefore the loss of human capital in the process of job search is not the only factor determining the dynamics of long-term unemployment. Foreign scientists researching long-term unemployment define the structural changes in the labour market as the main reason, and personal features and motivation as the minor reasons. The limitation of such approach is highlighted by the hard to identify details of social portrait of a long-term unemployed more than by objective economic factors determining the long-term unemployment, including the changes in the economy structure that play an important role.
