Abstract [eng] In the world scientific literature various conceptions of sustainable development are found; however, their basis is of by three dimensions: environmental, economic and social development. The biggest attention is paid to the environmental dimension which makes up the basis of existence of social environment and economy. In the “Agenda 21” of the Baltic Sea region it is emphasised that each person must preserve and manage natural resources as the basis of economic and social development. In the sustainable development strategy sustainable development is understood as a compromise among environment protection, society economic and social aims that form the basis to achieve universal welfare for present and future generations not violating the allowed limits of impact upon environment. The general strategic aim of sustainable development is to combine the interests of environment protection, economic and social development, to ensure clean and healthy environment, effective use of natural resources, society’s universal economic welfare, strong social guarantees; in the period of strategy implementation (until 2020) to achieve the average of EU countries according to the indicators of the effectiveness of economic and social usage of natural resources; moreover, according to the indicators of environment pollution not to exceed the allowed EU standards and implement the requirements of international conventions limiting environment pollution and influence upon the world’s climate. In the article 7.3.2. of the “Agenda 21” of the Baltic Sea region it is emphasized that sustainable development is not objective by itself and that sustainable development involves the development of society altogether, therefore the conflict of the tasks is inevitable. This is one of the most diffi­cult questions that must be solved. Efforts are necessary at all levels in order to avoid decisions that would be opposite to development aims. [...].
