Abstract [eng] |
The aim of the research in this article is to carry out theoretical analysis of financing peculiarities and indicators of economic viability of the Lithuanian vocational training system. It is based on a discussion on the types of the Lithuanian vocational training institutions system, formation of their budget, principles of its allocation and use as well as some theoretical aspects. The methodology and procedures of calculating and allocating financial resources for basic vocational training institutions have been analyzed. Comparison of financing possibilities for the vocational training systems in Lithuania and other European states has been done and both substantial differences and similarities have been identified. It has been found that two types of responsibility sharing dominate in European countries: school and dualistic. In the first case teaching is mostly implemented in vocational training institutions and practically all responsibilities are taken by the state. A dualistic (apprenticeship) type is when the state takes responsibility for providing theoretical teaching but practical training is provided by employers who take financial responsibility for it. New financing procedures implemented in Lithuania since 2004 and following the principle “money after student” should allow more flexibility when financing vocational training institutions, however, absence of control in financing vocational training institutions from various sources and absence of systematic monitoring of the use of finances creat difficulties deciding on the efficiency of their use. On the basis of analysis significance of learning resources in vocational training, their compliance with standards accepted in the education system and needs of the system of economic activities have been ascertained.
