Abstract [eng] Master thesis analyses expression of e-management in public sector organization. Object of the research is e-management in public sector organizations. The thesis aims to theoretically analyse the concept, presumptions of e-management, to reveal the expression of e-management in public sector organizations in Joniskis region, and to prepare alternatives for the solution of e-management problems. The aim of the thesis was fulfilled by the following tasks: 1) to reveal e-management concept and structure from theoretical point of view; 2) to analyse factors and process of e-management application in modern public administration institutions; 3) to research juridical conditions of e-management in Joniskis region municipality administration; 4) analyse the attitude of management of Joniskis region municipality administration to e-management and the situation of e-management expression; 5) to identify problems of application of e-management and prepare possible alternatives for their solutions. The aforementioned tasks were reached through the application of methods of scientific literature analysis, comparative analysis, generalization, document analysis, interview, content analysis. Master thesis consists of introduction, theoretical, methodological and empirical parts, conclusions and recommendations. 58 literature sources were used for the preparation of the thesis (44 of them are in foreign language). The thesis includes 1 annex. Theoretical part reveals the development, concept, structure of e-management, the importance of its implementation in modern public sector institutions, as well as factors, process, and theoretical presumptions for the evaluation of progress in e-management. Analysis of scientific literature has shown that e-management is essential for the development of modern public sector institutions that operate in the context of impressive development of information and technologies. The second part presents methodology for the empirical research that intends to evaluate e-management in public sector institution. This part presents general conception of the survey, describes the choice of methods for the data collection and processing, characterizes instrument of the research and its logic, chooses survey sample, describes organization of the research. Empirical part analyses juridical presumptions of e-management expression in public sector institution of Joniskis region, presents results of the empirical research. The third part also proposes recommendations for the development of e-management in public sector organization of Joniskis region. Results of the empirical research have shown that e-management in Joniskis region municipality until COVID-19 pandemy has been applied only in exceptional cases due to juridically established possibilities of substitution, stationarity of working place. However, at the moment e-management in Joniskis region municipality administration is treated not as an alternative, rather the only possible choice. Thesis ends up with conclusions and recommendations. Recommendations present solutions for the development of e-management in Joniskis region municipality administration.
