Abstract [eng] The master's thesis examines the management of strategic change and the possibilities of its improvement in the municipal public library. The aim of the research is to anticipate and substantiate the direction of improving the management of strategic changes in the municipal public library. The study consists of three parts. In the first part, a scientific analysis of the literature is performed, in which the theoretical concepts of strategic change management and strategic management are analyzed. An analysis of the literature identifying the links of significant strategic change management with the management and improvement of municipal public libraries was performed. In the second part, the strategy chosen in the main research, providing a methodological basis for document analysis, survey methodologies and standardized questionnaire methods, reviews the concept of the ongoing research. The third part summarizes and interprets the results of the research, emphasizes the directions for improving the management of strategic changes in municipal public libraries. Based on the analysis of scientific literature, it is assumed that strategic changes are aimed at improving the organization's activities by implementing a clearly defined strategic goal. The principle of leading this type of change management process, the strategic importance of change, predictable, alternative, and strategic accuracy. In accordance with the above principle, methods of analysis of scientific literature and documents, survey using a questionnaire and standardized questionnaire, interpretation, generalization and logical substantiation are used. Empirical research showed that Akmenė and Mažeikiai Municipal Public library’s staff and managers are aware of the importance of involving staff in the management of strategic change, are actively involved in changes initiated at the national level, communicate their results well, but do not sufficiently exploit the potential of organizations without the necessary competencies to initiate and manage strategic change. Based on the research methods, recommendations for improving the management of strategic changes in municipal public libraries have been formed. Municipal administrations are encouraged to increase the sharing of good practice with public libraries; to organize regular trainings for the heads of institutions, raising their managerial competencies; promote the evaluation of the benefits of strategic change in institutions through audits and controls. Municipal public libraries are proposed to give more responsibility to staff; to involve employees more in the process of managing strategic change and decision-making; reduce employee resistance to strategic change by communicating the benefits of change; share good practice with other institutions and take it over from others; to increase the scope of surveys by interviewing employees, partners and the public; to create an effective motivational system for employees.
