The master 's thesis analyzes how the Standard of Good Governance is implemented by providing public services in the State Archives. In the theoretical part of the thesis, the analysis of scientific literature is performed in order to conceptualize the principles of the Good Governance Standard. The theses of scientists indicating the diversity and main directions of the concept of Good Management are presented. The principles of the Good Governance Standard published by the Independent Commission on Good Governance in the Public Sector have been identified, stating that Good governance in the provision of public services is based on the organization's focus on goals and outcomes, effective performance, ethical employee behavior, transparent decision-making and effective accountability. The peculiarities of the provision of public services provided in the State Archives are also described. It has been established that the State Archives is entrusted with the provision of 2 public services, the provision of protected documents for information and the organization of educational events. The methodological part of the work presents the logical scheme of the research, according to which the research was organized, as well as substantiates the research instrument. The research ethics and the characteristics of the sample are described, and general information about the informants is provided. In the empirical part of the thesis, conducted the content analysis of the documents and the structured interview. The research aimed to investigate how the standard of Good governance in the provision of public services is implemented in the State Archives and to evaluate the possibilities for improvement. During of the content analysis of the documents, became clear that the implementation of the principles of the Good Governance Standard in the provision of public services is regulated in the State Strategic Documents and the internal legal acts of the State Archives. The examined documents emphasize the importance of the organization's focus on goal and results for service users, and emphasize that the organization must seek to involve service users in the decision-making process, promote cooperation with other organizations and take responsibility for decisions made. During the interviews, were identified the main reasons limiting the implementation of the principles of the Good Governance Standard in the State Archives: subordination of the organization, lack of decision-making freedom, reluctance of managers to take the lead in fostering cooperation with other organizations, limited financial resources. It was clarified that in order to solve the problems hindering the implementation of the Standard of Good Governance in the Provision of Public Services in the State Archives, it is necessary to redistribute the functions performed by the State Archives and the public services provided, taking into account the nature of available documents, educate leadership skills of managers, when allocating funding to the State Archives, provide not only a salary and other necessary expenses, but also a fund for professional development of employees. |
