Abstract [eng] Object of the paper - the network of culture organizations (culture centers, culture houses, and entertainment and dancing halls, traditional crafts centers) in Radviliškis district. Aim of the paper – to analyze the alternation of functions of culture organizations in the period of Second Lithuanian Republic and to reveal the possibilities of development of culture industries in the district. The methods used – analysis, comparative, interpretive, and statistical analysis. The paper consists of introduction and two chapters, which are further divided into sections. The first chapter introduces the cultural politics of Lithuania. It analyzes the cultural politics before and after regaining the independence, the structure of cultural organizations is analyzed as well, their subordination, the activities and the legislative power they have during the further mentioned historical periods. The change in culture field is analyzed after Lithuania has enrolled into European Union and after the guideline of Lithuanian culture politics have been carried out. The concept of the cultural and creative industries are defined, the literature about formation and development of cultural and creative industries has been analyzed as well as their classification. The second chapter is devoted for the analyses of the results of empirical research. This part analyzes the network of cultural institutions in Radviliškis district. First of all the oral and statistical reports of the institutions are analyzed, it shows how many and what branches of cultural institutions were working before and after regaining the independency in Radviliškis district and how the activities of these branches have transformed. The documents, which define the culture activities and the categories of culture organizations, are discussed. Using the data from the interview the paper presents the contemporary activities of Radviliškis cultural organizations, human recourses, finance, projects. It also defines the possible creative industries in Radviliškis district. The second part of the chapter is devoted to SWOT analyses of Radviliškis cultural institutions, which shows what the institution can perform and what not, what are potentially favorable conditions and negative conditions for the institution. The research of the paper states that consumer culture is dominating in cultural institutions of Radviliškis district; there mainly the functions of free time entertainment are carried out. But at the same time the creative industries are developing which are mainly evidenced through creative activities.
