Based on scientific literature, laws, contents of strategic and other documents, statistical data analysis, interview methods of informants and the expert in this Master’s thesis organizing of socially useful activities in the Municipality of Šiauliai district is being analysed. The research concludes of 3 main parts: In order to reveal theoretical aspects of organizing socially useful activities and major links with social problems, unemployment, poverty, and definitions of social exclusion, financial social support to low-income people, theories of public management, and legal bases of organizing socially useful activities and social assistance were analysed in the first part of the thesis. Developing strategic organizing of socially useful activities in Municipality, strategic management is inherently important. According to it, appliance of elements of strategic management to solve social problems of society is being analysed. In the second part, in order to review socially useful activities in district of Šiauliai, analysis of internal and external factors and of socially useful activities documents’ in the parish were carried out. The situation of unemployment, poverty, social exclusion is being analysed in Lithuania and abroad, highlighting problems of social integration to the labour market of youth and adults, and measures of solving them. In the third part, in order to analyse organizing of socially useful activities empiric research was performed in Municipality of district of Šiauliai. During the research, eight representatives of Municipality and one representative of government were questioned in district of Šiauliai. In the study was applied a semi-structured in-depth interview method. Accomplished analysis of documents of Šiauliai district and using interview method acquired comprehensive information from informants and the expert, allowed to exclude organizing problems of socially useful activities in district of Šiauliai, forming strategic areas of improvement of practical socially useful activities in district of Šiauliai, which would help for further solving of the problems of socially useful activities in district of Šiauliai. The research developed three strategic directions of socially useful activities to improve: the system of compensation of social benefits, full-time worker, and improvement of laws. The research has showed that it is necessary to improve strategic directions of socially useful activities in Municipality of district of Šiauliai in order to improve public awareness not to abuse the social allowance, to increase motivation, social skills, expanding their approach towards socially useful activities, as a contribution to improving the image of their towns. |
